I have pinged the maintainer on IRC asking if he's still interested in
maintaining WolfSSL (as I've seen a recent email on
pkg-haskell-maintainers suggesting he might not be available for it).

The newest upstream release 5.5.0 (Aug 30, 2022) adds support to HTTP3:

"QUIC support added, for using wolfSSL with QUIC implementations like ngtcp2"

ngtcp2 is packaged on Debian so that opens up the opportunity of
having HTTP3 through WolfSSL.
