I have pinged the maintainer on IRC asking if he's still interested in maintaining WolfSSL (as I've seen a recent email on pkg-haskell-maintainers suggesting he might not be available for it).
The newest upstream release 5.5.0 (Aug 30, 2022) adds support to HTTP3: "QUIC support added, for using wolfSSL with QUIC implementations like ngtcp2" https://github.com/wolfSSL/wolfssl/blob/aa036b6ea402e9159d2a9b12c7f05701d44a4f09/ChangeLog.md#new-feature-additions ngtcp2 is packaged on Debian so that opens up the opportunity of having HTTP3 through WolfSSL.
