Currently when github or gitlab.com changes their tags page format,
every affected package will need an update (#1010598). If this is
centrally handled by uscan things will be much easier, we will only
need to fix this in a single place.
Now the release pages of both Gitlab and GitHub generate their hrefs via
JavaScript which kills uscan for them.
See #1019696. They should both have an API to handle this.
