In older versions of Debian, python-virtualenv and python3-virtualenv did not depend on the python-pip or python3-pip packages (only python-pip-whl). It is convenient to be able to install and use virtualenv *without* having /usr/bin/pip and /usr/bin/pip3 installed, so that one does not accidentally install stuff into ~/.local/lib while intending to use a virtualenv prefix. (I don't know of any reason a user would ever want to invoke the /usr/bin/pip binary in connection with using virtualenv.) It's not apparent why this dependency was added, since python3-virtualenv now depends on *both* python3-pip and python-pip-whl. And the basic functionality, at least, of /usr/bin/virtualenv works correctly after forcibly removing the python3-pip package.
