pdnsd users are advised to follow the configuration described in
resolvconf.conf(5) and set

in /etc/default/pdnsd
to ensure that /etc/pdsnd.conf is used.

I assume ppnsd users should rather set
AUTO_MODE=
in /etc/default/pdnsd
