Package dependencies are supposed to make sense within a given release.
supertuxkart builds fine in unstable, so this isn’t a serious issue. When you
backport, it’s part of the backporting work to determine when the stable
dependencies aren’t sufficient, as you did; but insufficient dependencies for
a backport to stable don’t constitute a bug.

It *is* useful to have versioned dependencies where appropriate, so I’m
leaving this open, but as a wishlist bug.
