Hashicorp changed the license for Consul to the BSL and they will only
provide security fixes for the MPLed version until end of the year, as
such Consul should be marked as EOLed for Bullseye in Debian.
Ideally we'd just remove it in the Bullseye point release, but there's
a handful of reverse deps (e.g. Prometheus which has support for Consul)
which would need updates to make that happen, so instead let's simply
mark it as EOLed.
For unstable it can simply be removed once consulfs has been removed
(#1052124), which is the last remaining rdep.
