I'm in exactly the same boat. I've found some useful additional information in bug #1052419, and especially Andres Salomon's message gives an actionable procedure to try. That bug was closed with an update to that NEWS message, although I still find that as written it assumes the user already has a grasp of the cupsd.conf file format and content, despite that they may never have touched that file and have no idea what they are being asked to do.
