I will try to figure out what happen here, I could not test it yet. But poetry-core 1.0.7-2 has python3-pep517 as a B-Depends [0]. In new versions that dependency was removed from upstream. The thing that sounds strange for me is that installing a dependency fixed you error. I will try to reproduce it.
