Surely this is what the line says.  I might miss something but don't you
think at some other place the string tbb should occure if it is needed
at all?  For me it looks like some leftover from previous versions
(which we could probably clarify with upstream).  I just notice that the
package builds, passes its autopkgtest and might be run on your side (or
do you have any issues when using it).  The only thing you report is that
pip thinks tbb should be installed.

Indeed, I just now tried on of my jupyter notebooks which uses umap-learn. That
works fine.
That supports your reckoning that it's some leftover.
