Thanks Guido of for the inside about backwards compatibility issues. I did not realize that git-buildpackage doesn't have way did is distinguish when it is running on an existing repository and when on a 'fresh' repository.
Maybe we can engineer something to give it that capability automatically, without any new 'layout' config flags? Following DEP14 is just an aesthetic issue - I'd prefer to not have it if the cost is that some existing repositories need a manual gbp.conf update to continue to build down the road.
