Telethon releases are no longer announced at its Github page (https://github.com/LonamiWebs/Telethon/releases), but rather, as they explain, at https://docs.telethon.dev/en/stable/misc/changelog.html. I don't know if it is the reason you haven't noticed newer releases, but an upgrade will be very welcome, as there are some funcionalities not found in current Debian packaged version.
