It's a similar pattern - composer is using curl to download the packages,
and people complaining that it behaves differently.

What happens if you run

curl -Iv 
https://cdn.jsdelivr.net/npm/@gouvfr/dsfr@1.11.2/dist/icons/weather/flashlight-line.svg

on the machine you have troubles with composer.

And does `composer diag` work when you install php8.2-curl?

So far, there's no indication that `curl` is wrong - it could be also right.
