In case anyone wants to pick this up: I packaged this for my own use at https://salsa.debian.org/viccie30/cppinsights. The packaging works, I just haven't gone through all the files to check for copyright and license statements, so it's not in a state to go into the archive.

Anyone who wants to get this into Debian is welcome to use it as a starting point. If I have some more time in the future and nobody steps up, I might try to get it into Debian myself.
