Bug#480659: need de_DE locale to reproduce

Another note about reproducing this bug: you must have the de_DE
locale generated.

I did this on Debian by:

1. edit /etc/locale.gen, uncommenting the "de_DE ISO-8859-1" line
2. run locale-gen
