The idea behind storing this centrally is that not every individual user
needs to download the large Contents files, but that these are in one
place. I think this is very similar to 'apt-get update' which also
requires root, even though things like "apt-cache search" or "apt-get
source" work under a normal user account.

I'm inclined to mark it as wontfix, Stefan?
