Hello. On all Debian (and Ubuntu) mirrors the filenames of the deb packages do not contain the epoch information. The epoch information is only used by the apt system to determine which package should be considered newer than which and this information is present inside the deb file itself. So it is not really required in the filename. Further, seeing as the deb packages on the Debian mirrors do not contain this epoch information, apt-get should not add this %3a1 or such characters to the file names. I encounted problems maintaining my local repository (of downloaded packages) due to this meaningless behaviour of apt. Please disable this mis-behaviour of apt.
