Has that been an often used feature of dput in Ubuntu after it has been implemented? (The current dput.cf in Ubuntu continues to have incoming = ~%(ppa)s/ubuntu despite the above help doc indicating that it should be ~<your_launchpad_id>/<ppa_name>/ubuntu/ which means that the feature is probably not being used).
