It seems that:

(1) this error occurres if and only if the region of the drive is not
set or doesn't match the region of the disc;
(2) the libdvdcss library produces an invalid decryption key in this situation;
(3) any player is affected by this problem (the symptoms may vary).

Instructions how to fix it (tested on Lenovo X301 laptop and Dell
Precision T3400 desktop):

1. If needed familiarize yourself with the region concept:

2. Install the package "regionset".
3. Read the documentation in /usr/share/doc/regionset/README *carefully*.
4. Insert any DVD or CD into the drive (it doesn't matter which one,
the regionset utility can't work if the drive is empty).
5. Choose a region for your drive and set it by "regionset" (as root).
6. Now you have to purge the libdvdcss cache of the invalid keys for
the discs you've tried to play before steps 1-5. I have done it by
removing the directory $HOME/.dvdcss
7. That's all :)
