Thanks. I got it back by including terminate:ctrl_alt_bksp in the XKBOPTIONS line in /etc/default/console-setup. BTW you closed the bug, I suppose because it is not an xserver-xorg bug. But isn't it an xserver-xorg bug that the Xorg log says that DontZap is off, while in fact it is on?
