As far as I could see from the entries for HR and BR entities:

 http://www.w3.org/TR/html4/present/graphics.html#edef-HR
 http://www.w3.org/TR/html4/struct/text.html#edef-BR

there is no problem with these bits of HTML.

Could you please clarify why these are XML which is not acceptable
HTML?
