How about specify the relative path like "${lib.dir}/junit.jar" so that lib.dir can be overridden by the package maintainer in the debian/rules. Also with cdbs you can specify DEB_JARS which simply contains names of libraries. The jar files will be looked for in a specific directory i.e. /usr/share/java.
