Before doing the initial switch to dependency based booting it could check
whether all links have the default level by checking versus a list of default
numbers that can be created manually and be part of the package. Not sure where
I'm unclear to be honest. My idea was to add a file let's say call
default_runlevel.txt and then the script can go though all the links and check
whether they are listed in default_runlevel.txt or not. If one isn't the admin
has changed the priority of at least one script and thus the automatic switch
to dependency based booting should be stopped, the admin should be asked, or
whatever reaction is appropriate.
