The dh_quilt_patch command forcibly sets QUILT_PATCHES=debian/patches with
no support for overriding this value.  This is a regression in dh_quilt_patch
versus /usr/share/quilt/quilt.make, and is a blocker for me converting one
of my package's debian/rules over to dh.

(No, it's not reasonable to require me to move my patches to debian/patches
instead.  That's on the TODO list, but below several other items - such as
getting more of these patches forwarded upstream so that there's less of a
patchload to worry about in the first place, and moving the patch directory
around in the package VCS will be less of a disruptive event.)
