Are there two bugs (can't use green button, and can't receive calls) or
only one?

Please explain better what happens.  What does it mean "I can't use"?
Is the green button greyed out?  Doesn't pushing it change anything?  Do
you see the notification window, near the GNOME panels/menu?

For not receiving calls: you might be hit by "more than 1500 bytes
message" bug.  Please start ekiga on the other end with -d 4 and, when
this case appears, send us the -d 4 output (or look yourself the string
"large" inside; if there is one, then it's this bug; to workaround it,
remove some unused codecs).

Finally, please test with 3.2.6.
