Following up: Upgrading worked fine when i did this on my other computer just today.
I don't know what happened or what was different on my other computer that it didn't work previously. The first instance was from the util-linux problem and that I hadn't updated but as that's all fine. As upgrading in exactly the same way on another computer was fine for me then this should be closed.
