I have set up a repository with some paksets. As mentioned before, they won't be included in Debian any time soon (except for pak128.britain). You can add deb http://www.43-1.org/~simutrans/packages/ unstable main non-free to your sources list, import the signing key via wget -O - http://www.43-1.org/~simutrans/packages-key.gpg | apt-key add - and several packages named `simutrans-pak*' should be available.
