There had been a previous bug that was causing the bell to be silent in some cases and not others, depending on which bell ringing function was used (xkbbell worked, but beep from emacs or xterm did not). That bug appears to have been fixed with the latest upgrade, but now, as others have reported xset b seems not to have any effect. I am unable to set the pitch or any other attributes of the bell.
In case it might be of some use, I'll point you to a similar bug I reported against RHEL5.
