Based on this I would guess the bug is in the script
/etc/init.d/dhcp-eth1, which have incorrect boot dependencies.  Which
package did this script come from (dpkg -S /etc/init.d/dhcp-eth1
should tell)?

Please provide the output from /usr/share/insserv/make-testsuite and
'/usr/share/insserv/check-initd-order -g' to make it possible to debug
this init.d script dependency loop.
