/etc/init.d/aiccu does not provide any output when starting oder stopping
aiccu and VERBOSE is not enabled. This is confusing because the user does not
know if the service really has been started/stopped.

Also during system startup the user does not see if aiccu has been started
when the system is booted with 'quiet' parameter.

The aiccu init script should always print one line of information like almost
all other init scripts do.
