Well, I can't reproduce it.

I tried on a system running testing and also on a qemu virtual machine running 
unstable.

Do you have something unusual in your system?
I see this in your log:

> /usr/local/bin/xgettext

Can you reproduce it after removing such file from your system and
actually using the gettext version I've just uploaded for unstable?
(you say that you retrieved it from incoming).
