It doesn't need to if the bugs that made it wedged in the first place
are fixed. Which they should be, by now (3.6.4 making flash plugin use a
separate process that gets killed). If you find new ways to wedge an
Iceweasel process that are not related to the flash plugin freezing
during its shutdown (which this bug is about), please file new bugs.
