Hi,

The file libapache2-modsecurity/README.Debian contains these lines:
| If you want to start using Modsecurity without the risk of blocking your
| current sites, you may rename /etc/modsecurity/modsecurity.conf-minimal to
| /etc/modsecurity/modsecurity.conf and restart Apache.

However, modsecurity.conf-minimal is no longer present (it was in version
2.5.x as an example in package mod-security-common).
