The pulseaudio output plugin doesn't use PA's volume control, the code is simply missing. As a consequence, qmmp uses its builtin software volume, rendering tools like pavucontrol useless (or any other centralized volume control). Please forward this bug to upstream and ask to implement the missing bits.
