 Because you filed this bugreport as serious this bug isn't closed yet -
it is still outstanding for stable and thus not archived yet.

 Actually, that is a should requirement so it's not a policy violation
that would warrant a serious severity on itself.

 Furthermore, the code copy of libmpeg3 doesn't seem to be used, at
least the package in stable Build-Depends on libmpeg3-dev and there are
switches to use --with-preinstalled-libmpeg3, so this makes me wonder
too. The reasoning of "Debian packages should not make use of these
convenience copies" doesn't seem to be fulfilled.

 Let me emphasis another part of the policy:

| If the  included code is already in the Debian archive in the form of
| a  library, the Debian packaging should ensure that binary packages
| reference the libraries already in Debian and the convenience copy is
| not used.

 From what I understand this is ensured - can you confirm that? If so
this bugreport rather should had been wishlist IMHO, the extern_libs
directory only sums up to 2.6mb which isn't that big of a burden to
really warrant repacking the upstream source, again in my humble
opinion.

 So if you agree with that it would be nice to get this bug closed for
stable in the way that its severity gets reduced and not being
considered relevant for stable anymore.
