I've done that, but also added a check so that if this means we don't
actually install grub to any boot device, grub-installer will fail.

It's not a proper fix, so I didn't mark the change as closing this bug;
but I do plan to downgrade the severity (since it now no longer causes
the installation to fail) once it's been built everywhere.

Copyshops should do vouchers. So that next time some bureaucracy requires you
