I think switching to ruby-terser is a good idea (gitlab and diaspora
moved already). This should be a drop in replacement (moving gitlab and
diaspora was pretty easy).

rails need it only for the newapp autopkgtests,ruby-sprockets I have
not checked.
Should we target removal of ruby-uglifier from bookworm?
