In principle, the existing Recommends relationship should suffice, even when using FLTK's CMake integration; reverse dependencies should either explicitly build-depend on fluid or explicitly define FLTK_SKIP_FLUID as appropriate. That said, I see that giada already does the latter, so I'll take a closer look when I get a chance.
