gcc stops migration to testing?

Hello,
Could you enlight me where "Depends: php4-rrdtool gcc-3.3 (not considered)"
comes from on http://packages.qa.debian.org/p/php4-rrdtool.html?
I have no gcc dependencies neither build-deps.
