Who is to say we are allowed to build the binaries? Take pine for example. Distribution of binaries is specifically prohibited. Only source can be in non-free. If we just add non-free to the buildd and upload that anywhere we violate the license and risk getting sued. For other sources the maintainer has special permission to build and upload binaries for Debian but again we don't. And yes, Debian has the exact same problem.
