They do. They're not sent to the maintainer, but they are recorded in the bug log and displayed when viewing the bug. (If you send a mail to both nnnnnn@ and nnnnnn-submitter@, though, bugreport.cgi will spot the two messages with duplicate Message-IDs and only show you the first one.)
