A background process that tries to read (or write, if TOSTOP is set,
which you can do with 'stty tostop') the terminal is not stopped with
a signal, but instead competes for consuming the input with the
foreground process. Try this:

$ (sleep 5 && cat > /dev/null) &
$ <do something else for a while>
