I'm not sure if that's really the option that makes most sense, although it could be done. Deploying a war file could be as simple as dropping it in /var/lib/tomcat5.5/webapps, so there is not a lot of room for simplification here, but plenty of complexity. If you want to build Debian packages, the Debian New Maintainer's Guide will get you started. Once you read that, feel free to come back if you have more questions.
