I was also unable to replicate the bug on amd64 and the log seems... odd (the bug title is also misleading as the "failed to remove `build-'" is in clean and expected). So that just leaves us with the question of whether we want to reintroduce an orphaned leaf package. Admittedly, if the FTBFS hadn't lain unattended for a few months then it might never have been removed in the first place...
