When all along it is in:
/usr/share/doc/xserver-xfree86/README.mouse.gz

Offline users have it on disk all along!
The newest version might not match the package installed, so should
only be mentioned in addition to the local version.
There are a few other similar SEE ALSO files there too.
/usr/share/doc/xserver-xfree86/ isn't mentioned at all.  We can't
always sniff it out without help.

Closing since it does seem to be true for Xorg manpages and won't be
fixed in Xfree86.
