The best way to communicate with the developers is via the derby-dev mailing 
list. I am not sure why it is not working for you, it is working fine for other 
subscribers, here are the active archives:

The active SCM repository for Derby is the Subversion repository, you can see

The best guide for new contributors is this:

I agree that the Derby wiki can be hard to navigate. It was moved from one 
hosting platform to another one some years ago and the conversion was not as 
clean as we wish it had been. Contributions to improving the wiki are also very 
welcome!

But the first problem is that you need to figure out why you have been unable 
to subscribe to the derby-dev mailing list and why you are unable to use the 
mailing list.
