It looks like Ubuntu Dock (which inherits from dash-to-dock) has its own
zero-based numbering. Try changing this number:

  gsettings set org.gnome.shell.extensions.dash-to-dock preferred-
monitor 0

or just go to "Settings > Appearance" and select your preferred monitor
there.

I don't think this sounds like a bug because it seems to be designed to
ignore the "primary" monitor setting.
