I'm not sure this is a bug. In Ubuntu 17.10 the login screen is ALWAYS
running on VT #1, which you will reach with Ctrl+Alt+F1. That does not
mean it's closed anything though. Try Ctrl+Alt+F2 to get back to your
session (running on VT #2) with the programs still running.

  ctrl-alt-f1 closes all running programs

Bug description:
  Since upgrading to Ubuntu 17.10 artful when I go to tty via alt-
  ctrl-f1, I am presented with a gdm3 login screen.  This in and of
  itself is OK, as long as it's a lock screen.  But it's not - all of my
  running programs were closed(most of them without saving).

  This makes the desktop behave similar to a phone, so I could see this
  as being a potential feature to some...but for those of us running
  servers and all kinds of programs, with 1000s of tabs open...it's kind
  of an abrupt surprise to enable by default

  alt-ctrl-f1 logs out & closes all running applications

  desired behaviour:
  alt-ctrl-f1 either does nothing (if you are on tty 1) or locks the screen, 
does not close all running applications.
