Thanks, closing then since it was an apt sources configuration issue and
not a bug in the package

Title:
librtaudio-dev has unresolvable dependencies on 22.04.2.

Status in pulseaudio package in Ubuntu:
  Invalid

Bug description:
  sudo apt install librtaudio-dev
  Reading package lists... Done
  Building dependency tree... Done
  Reading state information... Done
Some packages could not be installed. This may mean that you have
requested an impossible situation or if you are using the unstable
distribution that some required packages have not yet been created
or been moved out of Incoming.
The following information may help to resolve the situation:

The following packages have unmet dependencies:
   libpulse-dev : Depends: libpulse0 (= 1:15.99.1+dfsg1-1ubuntu1) but
1:15.99.1+dfsg1-1ubuntu2.1 is to be installed
                  Depends: libpulse-mainloop-glib0 (= 1:15.99.1+dfsg1-1ubuntu1)
but 1:15.99.1+dfsg1-1ubuntu2.1 is to be installed
E: Unable to correct problems, you have held broken packages.

  I have no held packages.

I have seen chatter around a project that depends on librtaudio-dev
suggesting it is a package maintenance issue but not sure myself.
