Title:
  fractional scaling does not work on X11

Status in mutter package in Ubuntu:
  New

Bug description:
  On the Noble Beta version, Fractional scaling does not work on
  Xorg/Gnome. I can neither enable it through the control center nor the
  gsettings.

  Please advice. It works on Wayland, but somehow QT applications
  including VS Code are hazy.
