No. This bug here always affects the whole image. And I can't reproduce
bug 931174 here.

Title:
eog does not handle nonadobe CMYK JPEGs correctly

Status in Eye of GNOME:

Status in “eog” package in Ubuntu:

Bug description:
  Binary package hint: eog

  Hi,

eog does not handle JPEG images with a non-adobe CMYK color space
  correctly.

Please have a look at man jpegtopnm and its options -adobe
-notadobe . Those images that require -notadobe are not treated
correctly by eog, it looks as if they were negative.

Unfortunately, I am not sure whether this problem can be solved
algorithmically, i.e. whether a program can reliably determine which
CMYK space is used. But at least eog should have a button to select.
